
The US Commodity Futures Trading Commission has granted Coinbase Clearing a derivatives clearing organization license. The terms are unusual: contracts must be fully collateralized in USDC and settle continuously, around the clock.
For the US market, this is another step toward regulated crypto derivatives. And the model differs noticeably from what traders on offshore exchanges are used to.
A regular perp runs on margin: the trader posts part of the amount and trades with leverage. Full collateralization means the entire amount in USDC sits behind each contract, and there's no leverage in the usual sense.
Hence the main consequence. Without leverage there are no forced liquidations, which means none of the cascades that whip the price around in sharp moves on offshore exchanges.

From what we see, different collateral models produce different price behavior under stress. Where liquidation cascades exist, the price runs further in a sharp move, while on a fully collateralized venue it behaves more calmly.

Full collateralization requires more capital. We believe this is the main downside for trades: money that would work with leverage on an offshore exchange is fully locked up here, and the return on capital is lower.
On the other hand, the risk of your own leg being liquidated almost disappears. For strategies where the main danger is not the market but the hedge leg getting knocked out in a sharp move, this is a fair trade of return for peace of mind.
