USDC becomes the EU's first significant stablecoin: what direct EBA supervision changes

On October 14, the European Banking Authority (EBA) designated USDC a significant e-money token under the MiCA regulation. Of the 45 such tokens notified in the EU, USDC is the first to receive this status.

For a stablecoin with a market cap of about $73 billion, this is a notable step. The regime for significant tokens is the strictest in MiCA, and USDC now operates under it.

What changes from November 12

From November 12, 2026, the EBA takes over direct supervision of reserves, own funds, liquidity, and recovery and redemption plans. Previously, this was handled by the French regulator ACPR.

The ACPR is not leaving the process. It keeps responsibility for governance and a number of other areas, so supervision becomes two-tiered.

The EBA has also signed a memorandum with the New York State Department of Financial Services. The document is needed for cross-border supervision.

The status is not permanent. The EBA will review it annually, and every year USDC will have to reconfirm its place in this category.

Why this is good news for the market

In our view, the key point here is predictability. Large players in Europe get a stablecoin with a clear supervisory regime at the level of the entire EU, not a single country.

The news fits well with ESMA's recent requirement for venues to drop stablecoins that are not MiCA-compliant. USDC operates under the regulation and is now also under the strictest supervision it provides for.

What this means for USDC pairs and the USDT/USDC spread

From what we see, regulatory certainty usually brings liquidity with it. European venues that need MiCA-compliant stablecoins get one more reason to keep USDC as their main quote currency.

We believe USDC pairs on European exchanges will become deeper over time. For an arbitrage trader, that means tighter spreads in the order book and more volume at each price level.

That said, USDT is still much larger: about $184 billion versus $73 billion for USDC. A different mix of stablecoins across venues can produce small deviations in the USDT/USDC rate.

Such skews are usually small. But with large size and cheap transfers, they are worth checking, and on several exchanges at once.

Our tools

It makes sense to compare the USDT/USDC rate and the depth of USDC pairs across exchanges in one window, otherwise small skews slip past. Our arbitrage screener keeps dozens of venues in one window, refreshes quotes every second and shows each gap together with the volume actually behind it. The spread calculator helps you check what survives fees, network costs and slippage at your size. The bot is fully manual. It never connects to your exchange API keys.

FAQ (Frequently Asked Questions)

1. What does significant stablecoin status in the EU mean?

It is the strictest regime for e-money tokens under MiCA. USDC is the first of the 45 tokens notified in the EU to receive this status.

2. Who will supervise USDC in Europe?

From November 12, 2026, the EBA directly oversees reserves, own funds, liquidity and recovery plans. The ACPR keeps supervision of governance and a number of other matters.

3. Can USDC lose this status?

The status is reviewed annually. The EBA decision is not permanent.

4. How will this affect USDT/USDC arbitrage?

We expect deeper USDC pairs in Europe. Deviations in the USDT/USDC rate between venues will stay small, and they are worth checking with volume and transfer costs in mind.

Conclusion

USDC has become the first significant e-money token in the EU, and from November 12 the EBA directly supervises its reserves, capital and liquidity. The status is reviewed every year, and a memorandum with the New York regulator has been signed for cross-border supervision.

For the market, this is a clear and strict regime that fits well with ESMA's push toward MiCA-compliant stablecoins. For arbitrage, it is a chance for deeper USDC pairs in Europe and a reason to watch the USDT/USDC rate across venues.
